This is a small figure recently released in Japan from KojiPro. It's a figure of the company mascot; Ludens.
This one is part of the three "Deluxe" figures, which were made with different coloration.
This is the clear green version, so it has a translucent see-through style. It's translucent with a ghostly colorway.
The figure is about 5 inches tall including the flag it holds.
**SMALL NOTE** - the flag pole is slightly bent (photo 9)
The one I send will be brand new and has to be assembled, but it isn't difficult at all! It comes in 5 pieces and they snap together. Please check the last photo for an example!
