Pre 1990 West German Art Glass Paperweight Snail.
Possibly Goebel, but I can't confirm other than the V shape Maker Mark etched on the bottom. I purchased because it was such a charming little item, not because of the Maker Mark. Someone who knows and collects Goebel will know more about this than me.
